After the elimination
of bilingual education in California, The Riordan Foundation,
along with LAUSD, created the English Language Development
(ELD) Program as a tool to be used with state-approved English
as a Second Language programs to provide the necessary oral
and receptive language skills for success in reading and
writing instruction. Using technology and commercially available
software, the ELD Program supports English learners as well
as English-speaking students who need to develop their pre-literacy
skills. Instructional software provides feedback, encouragement
and individualized instruction at each student’s level and
pace, lowering the anxiety that often interferes with language
development. Software titles have been correlated thematically
with Into English and Open Court and can be used in a lab
or in the classroom. |

For the 2005-2006
school year, 44% of students moved 1 ELD level, 30% moved
2 levels, and 2% moved 3 levels. The number of students
at ELD Level 1 decreased from 39% to 12%, while the number
of students at ELD Level 2 decreased from 28% to 18%. The
number of students at ELD Level 3 increased from 19% to
29%, the number of students at ELD Level 4 increased from
12% to 21%, and the number of students at ELD Level 5 increased
from 2% to 20%. |

| In 2006, Rx for
Reading funded 87 computers including software, installation,
warranty, and training. Since 1998, Rx for Reading has provided
1,369 computers, correlated instructional software, installation,
and training to 109 schools and non-profit organizations.

| The ELD grant is a challenge
grant -- schools must provide a 1/4 match. The grant includes
computer hardware, software, installation, warranty, and training.
Teachers may add software titles from a pre-approved list
to the required software component. The grant is available
for K-2 public and parochial classrooms or labs in Los Angeles
County. The Riordan Foundation is not accepting applications
for the English Language Development (ELD) Program at this
time. Please check the website in June 2008 for the 2008 application. |
